Brief specification description or basic overview of the project: Xuanqiao Town 2025 Rural Governance Points-based Reward Material Procurement Project: By purchasing and distributing points-based reward materials, it aims to stimulate villagers' active participation in rural construction and governance. (For specific requirements, please refer to Chapter 3 of the bidding documents - Procurement Requirements)            

合同履约期限：合同签订后20天内配送至招标人指定地点（具体日期以合同签订日期为准）        

The Contract Period: The goods shall be delivered to the designated location of the tenderer within 20 days after the contract is signed (the specific date shall be subject to the date of contract signing).

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（4）购买国货政策：本项目不接受进口产品；（5）本项目为非预留份额的采购项目；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为工业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) The project implements the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2022] No. 19). (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (3) Policy for giving priority to the procurement of energy-saving and environmental protection products: Under the same conditions of technical and service indicators, products listed in the energy-saving and environmental protection product categories announced in the Ministry of Finance's Document No. 18 and Document No. 19 of the Ministry of Finance's Document No. 18 of 2019 shall be given priority for procurement. For products marked with "★" in the list of energy-saving product categories, mandatory ....（For more details, please refer to the Chinese announcement）        

(c)本项目的特定资格要求：3、 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
4、 本项目非专门面向中小企业、微型企业采购；
5、 本项目不允许转包。        

(c)Specific qualification requirements for this program: 3. Different suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in the government procurement activities under the same contract. Suppliers that provide overall design, specification compilation or project management, supervision, inspection and other services for a procurement project shall not participate in other procurement activities of the same project. 4. This project is not specifically targeted at small and medium-sized enterprises or micro enterprises for procurement. 5. Subcontracting is not allowed for this project.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (******), China Government Procurement Network (******) ;
